Benicia, CA and Tula, Hidalgo, Mexico are ideal Sister Cities. Both communities have sites of historical importance, industrial complexes including the petrochemical industry and a thriving art community. Friendship between these cities has allowed cultural, student, humanitarian, professional and commercial exchanges to occur.
