About the Project

The Africa Urban Poverty Alleviation Program will be broken down into three phases, each phase with a distinct set of requirements and goals. See the complete outline below.

Phase I
The application process for AUPAP will be from June 15 to July 10, 2009. Seven sister city members will be chosen for the first phase by September 1. In the first two weeks of September, one member from each program will gather for a training session in Washington, DC, to learn about financial, administrative, and monitoring procedures for AUPAP. In late Fall/early Winter of 2009, members will make their first trip to their sister cities and work with their counterparts to identify the most pressing issues in water, sanitation, and health and develop a draft work plan for their projects. In 2010, following a review and revision of their work plans, the selected sister city programs will begin to execute their projects and continue throughout the year. Local programs not selected for Phase I will be given a critique of their application to better prepare for the second round of applications.

Phase II
In spring of 2010, Sister Cities International will begin the application process for the second round of projects. Up to 20 additional programs will be selected and will begin their projects on a rolling basis. The programs will then begin a similar process as the Phase I cities, with trainings, planning visits, work plan development, and program execution.

Phase III
In 2011 Sister Cities International will select a small number of Phase I and Phase II programs to perform additional projects in their sister cities in the third year. As with the first two phases, this will be a competitive process.

Africa Global Sister Cities Foundation

An additional component of the project is to provide support to the Africa Global Sister Cities Foundation (AGSCF) in its activities. The mission of AGSCF, based in Accra, Ghana, is to create, strengthen, and promote sister cities partnerships among African communities. Sister Cities International will work closely with AGSCF to build its organizational capacity to serve sister city programs throughout the continent. AGSCF will continue to support African sister city programs throughout the program.
