In this section, you will find information about administering federal grants. Sister Cities International applies for federal grants, as they become available, and passes the funds to local sister city organizations. Because federal guidelines apply to both Sister Cities International and the recipient sister city organization, it is important that you review the following Office of Management and Budget (OMB) Circulars, which set guidelines for non-profit institutions working under federal grant agreements.

The Fly America Act

Recipients of Federal grants are required to abide by the provisions of the Fly America Act. The regulations that implement the Fly American Act are part of the Federal Travel Regulations administered by the General Services Administration and are found in 41 CFR Parts 301-10.131 through 301-10.143. The Fly America Act stipulates that all foreign air travel funded by Federal dollars occurs on U.S. flag air carriers, unless there are specific reasons not too. 41 CFR Parts 301-10.131 through 301-10.143 outlines in plain language what exceptions are allowed when traveling to another country.
